Work IQ is built on three integrated layers: Data, Memory, and Inference, working together to give Microsoft 365 Copilot and agents a continuous, contextual understanding of work.
The Data layer connects signals from SharePoint documents, Outlook emails, Teams meetings and chats, and connected business systems, semantically indexing that content to understand topics, intents, and projects. The Memory layer builds a persistent understanding of each person's work habits and patterns, their frequent collaborators, their communication style: what Microsoft calls a "work chart," distinct from the formal org chart. And the Inference layer connects the dots between data and memory.
Result: Copilot can infer that a document, a meeting, and an email thread belong to the same initiative, even if they were never explicitly linked. That's intelligence about work, not just about content.
The difference between the two is enormous.
Everything You Never Cleaned Up Now Has a New Audience
Here's where it gets uncomfortable.
Work IQ doesn't create data. It works with what's already there: emails never archived, SharePoint sites that stayed active because no one had time to deactivate them, folder permissions granted in 2021 and never reviewed. All that accumulated content fog from years of collaboration now has an intelligence layer passing over it, connecting patterns and surfacing context.

Microsoft distinguishes Work IQ from Microsoft Graph, and that distinction goes beyond branding. Graph is the permission-aware access layer: it finds files, messages, sites, and events, and knows whether a user can access them. Work IQ interprets those signals into context that an AI system can reason over.
Graph finds the meeting transcript where a product decision was mentioned. Work IQ infers that the transcript, a SharePoint roadmap, a recent Outlook thread, and a Teams channel all belong to the same workstream. The first is retrieval. The second is organizational reasoning.
The next phase of Copilot will reward organizations that treated Microsoft 365 as a governed knowledge system, and will expose those that let years of collaboration sprawl accumulate.

For years, tenant disorganization stayed in the background. Outdated sites existed but didn't cause much trouble. Excessive permissions were there but rarely exploited. Content without confidentiality classification was ignored because no one was actively searching for it.
Work IQ operates within the signed-in user's context and Microsoft 365 permissions: an agent doesn't automatically access content the user can't see. But if the permissions model has been compromised by years of neglect, Work IQ will make that problem visible with a clarity no audit report achieved before.
The Arrival of a Long-Standing Promise
Microsoft always said Microsoft 365 was worth more than the sum of its apps. That the value was in the data and in the connections between it. For years, that claim stayed at the level of a sales pitch.
Work IQ is the first time that promise begins to have concrete technical form. It's no longer "your data is in Graph": it's "your AI continuously reasons about what happens in your tenant." The difference between those two statements is enormous in practice.
For organizations that invested in governance, classified their documents, and reviewed permissions: Work IQ will deliver real value. For those that didn't do that work, Copilot will return faithful reflections of the accumulated disorder.
